One Pace is a popular fan edit of One Piece that fixes the pacing of the show by deleting padding, reshuffling canon segments to better follow the order of the manga, and getting rid of filler. As you can read in the description, this episode is a mix of episodes 235 & 236, which covers chapters 332-333. Basically instead of covering less than 1 whole chapter per episode, One Pace covers 2 chapters in one episode. You no longer have to spend 25 episodes of nothing but Zoro running from one side of a tiny island to the other.

Are all the projects dual audio to the current or are they been added slowly as dual audio?

Dual-Audio is something that only recently started with the project, so most arcs that have been covered aren't yet.
